«Phantom» remakes the Fourth Plinth of Trafalgar Square in a quiet back street in Elephant & Castle.
This scale replica of the famous fourth plinth in Trafalgar Square opened in 2011 and will be part of the Cultural Olympiad as the site of a new Olympic Garden: July - September 2012, and street festival: 14 July 2012. In 2013 a copy of the sculpture has been commissioned for a public arts festival in Munich, Germany.
This Neo-Victorian monument stands incongruously between industrial warehouses and a high tech' academy school in inner South London. An empty plinth, de-centered from the tourist hub, reminds us that while high profile sites like the fourth plinth persist, the funding for the arts and for local authorities has diminished significantly. In an area struggling to shake off the hangover of its post-industrial decay this Victorian replica displaces the emptiness of political rhetoric into the real of urbanism.
